Lawyer, since 2003, in individual practice and in collaboration with the law firms PLMJ (seven years) and Abreu Advogados (ten years).

University lecturer since 1998, in Portugal and abroad, in areas such as Sports Law, Sports Ethics and Sports Public Policy, European Union Law, Portuguese Constitutional Law, Fundamental Concepts of Law, Private International Law, and Environmental and Spatial Planning Law. He is currently an Assistant Professor at Universidade Autónoma de Lisboa and an Invited Adjunct Professor at the Rio Maior School of Sports.

Member of the Aquatics Integrity Unit – Adjudicatory Body of World Aquatics, the international swimming federation.

Independent member of UEFA’s Governance and Compliance Committee.

Author of several books and scientific articles in the fields of Sports Law, Olympism, and Constitutional Law.

Former Secretary of State for Sport and Youth from 2011 to 2013, as part of the XIX Constitutional Government.
